STANDARD OPERATING PROCEDURE (SoP)
Ò The Properties and Waqfs Department is managing all affairs of the immovable properties of the University i.e. 1926.95 Acre land situated at Aligarh and all three centres of the University along with 16 Waqf properties situated in different cities including Aligarh.
Ò Regular patrolling by the Watch & Ward staff along with Lekhpal of the Properties & Waqfs Department is made to prevent encroachment over the immovable property of the University. In case of any attempt of encroachment over the University property, the staff of the Properties and Waqfs Department make appropriate efforts to repel the act of aggression over the immovable property of the University with the help/Coordination of the Proctorial team of the University. The help of Police and District Administration is also obtained as and when required for the said purpose.
Ò The Lekhpal of the Properties and Waqfs Department is also doing demarcation/ measurement of the land of the University as and when required.
Ò The staffs of Department of Properties and Waqfs remain vigilant to check and watch the immovable properties of the University on regular basis.
Ò The University is having 47 business/ commercial establishments such as Drug Shops, Banks, Canteens, Kiosks etc, for facilitating the staff and students of the University. The said business establishments are managed, controlled and governed through “Regulation for grant and cancellation of licence to run an establishment on the land/ premises of Aligarh Muslim University, Aligarh”. The tenders for the said business establishments are invited through e-tendering mode on the basis of two bids system i.e. technical and financial bids system.
Ò The allotment is done by the Space Allotment Committee comprising the following :-
1. Registrar
2. Finance Officer
3. Proctor
4. Member-in-Charge (Properties & Waqfs)
5. Provost of the Hall/Principal of School/College/Head of the Institution concerned.
6. Property Officer
Ò The University have 890 different categories of residential accommodations. The applications for allotment for the said University accommodation invited till 31 August of every year accordingly by preparing a category wise list as per seniority of the applicants and the same become operative from 1st October to 30th September. However, if an employee gets appointed after the said closure date i.e. 31 August, his name is also added on receipt of application from the person concerned in the panel. The allotment of these accommodations are managed and governed through “Regulations for Classification, Allotment and Vacation of Residential Houses/ Accommodation of the AMU, Aligarh”.
Ò The Properties and Waqfs Department look after various cases/ dispute relating to the immovable properties of the University and different waqf properties pending in different Courts i.e. Supreme Court, High Court, Revenue Court, & District Court etc to protect the University properties involved in the said cases.
